Using the car into London is very effective where I live, by far the quickest way to get there.
Regarding Londoners, it really is there personal choice - some may dislike public transport and perfer taking their car to make journeys around London to get to specific destinations. London residents should be able to make a choice how they travel around London, charging them lots just because public transport is often very efficient isn't a particularly good plan to me.
